1998 Sienna Headlights - High beam works, Low beams don't. Not the bulbs. When I flip the switch from high beam to low - the high beam indicator light in the dash stays on, but the headlights go off? Would it be a fuse, relay or possible the switch on the steering column?

This vehicle has been recalled for exterior lighting problems so check with the dealer to see if it is recalled for this problem and can be fixed free.

That's weird. You're dash light should go off after the switch. Have you checked the connector at the bulb to see if you're getting power. It almost seems like it doesn't have good ground. But it also brings up a good point. Since your dash light doesn't go out but your headlights go off, something has to be wrong with the switch.

Edit:

It's not too difficult to replace one. If you done one, you've done them all. It's almost impossible for it to work itself loose. It seems to me that the switch broke and is not making full contact for the low beam side. Expect to see burn marks on the switch.

i am like 70% sure it is your steering switch... because i had a same problem with my 1990 chevy silvarado and i didn't know what to do but later on i had to change my steering column and when i changed it i accidentally touched my switch and saw my high beams working so it is your switch ...
