You list a 1996, but my information in the US only lists from 2006 and up. If it is for a 2006 that you are looking, then look here:
As you sit in the driver's seat (facing the front) there is a relay/fuse box in the engine compartment on the LEFT side near the windshield. It is almost square with a corner cut off. It has both the radio and the interior (dome) light fuses.
The rear fog lamp fuse is labeled RR Fog and is located in the fuse box under the dash on the left side (at least in the USA information). I hope the info is the same for your location. Good luck.

You can go to the Toyota site:
http://www.Toyotafans.net/hiace-forum-f41.htm
or you may go to the toyota garage and ask one of the mechanics they are usually happy to talk with you. Another choice is to go to the public library(ours is in the business and technology get the repair manual for your year make and model and look it up. It also may be in a book that is called Haynes and get it for your year make or model. I have one of these books for each of my vehicles. I buy one each time I buy a different car. I wouldn't be without them.

All the above are wrong. The fuse for the interior lights, fog lamp and tell tail, radio and clock are all a single 10 amp fuse under the bonnet. Open the bonnet and look left and you will see a box labelled relayand fuse. Open the box and you will see a group of 4 fuses in a square formation. the fuse you want is the one in the top left of the square. Mine is a T-plate (1999) model hiace. Bledy love it.
